As part of Greater Montreal's economic development strategy, CargoM was launched in 2012 to support the industrial clusters established in recent years.
CargoM brings together all the companies and stakeholders in the logistics and transport sector to coordinate its development. More specifically, CargoM's mission is to undertake important projects, publicize Montreal's position as a hub for freight transportation, ensure the sharing of leading-edge practices and technologies, and promote the attraction and retention of workers in the industry's various sectors.

The Cluster’s governance is made up of the Members' Assembly, the Board of Directors, and the Executive Committee. Industry members represent the following sectors: air transport, rail transport, maritime transport and terminals, exporters importers, committees and associations, road transport, and logistics intermediaries, administrations and shared infrastructure, and educational and research institutions.
